Issue: When locking onto an asteroid in a belt, toggling the miner a message pops up and says "cannot attack target"

Steps to Reproduce: Using a starter ship with a civilian miner, warp to a random asteroid belt, lock onto an asteroid, and toggle the miner to begin mining
