Belt Rat Spawning System Implemented

hello all.
i have implemented the first part of a spawn manager.
this part manages the asteroid beltl rats.
i have factions implemented for their regions, mostly modeled after live.
all rats have loot, except rogue drones.
salvage is not working yet, but space items do have a 2 hour timer.

belt rats will spawn in all systems, except jove and gm space, when a player enters the belt.
not all belts will have a rat spawn, but the more belts in a system, the more rat spawns there are.
a warning about rats......they hit hard.

i have coded 125 spawn groups, which are grouped according to system truesec.
officer and commander spawns are implemented, but may need some tweaking.
there are 7 hauler groups coded for testing, and do not carry any minerals yet.
anyone running into a hauler group is asked to post thoughts, impressions, ideas, suggestions, comments, etc, etc about the encounter.

so far, from what i've seen in the logs, the spawn system is working quite well.
there seems to be a few things that are spawning at system 0 (the sun), but i dont think they are a problem at this point....and i have no clue why they're spawning at 0. *shrugs*
anyway, i will be working on spawn movement now that the system appears to be working correctly.
