No Rats (Spawn Manager)

Issue: The status page lists under the spawn manager that this feature is in play testing, but I have not seen any rats.

Steps to Reproduce: warp to random belts and gates system to system, high Sec, Low Sec, and Null Sec and the skies are empty

this seems to be working for me on dev server.
i have not extensively tried on main, but the couple belts ive been to have had rats.
the timer is set for ~2 minutes, so it may take a while for the timer to hit.

it wasnt the spawn manager.
the rats were spawning, but was missing a check when they went to warp into the belt/gate.
